Thus, China will take the second place after the USA in terms of gold reserves.

Finally, a little optimism from Juna. When asked about the Third World War, the famous healer replied:

“My intuition never fails me… There will be no third world war. Categorically!"

So what are these tensions that could lead to war between the superpowers? And this is mainly the tension between two different understandings of the dynamics of changes in the current geopolitical configuration of the world. The US and its allies (the slanderers) are trying to perpetuate the unipolar order of the world and turn the 21st century into America's century, while the two perpetual "suspects", Russia and China, together with several regional powers, intend to strengthen the foundations of a multipolar international system.

Participants of one of the expert discussions at the recent (May 17-19) Astana Economic Forum (Astana Global Challenges Summit) were invited to speculate on the topic “How to prevent the Third World War”? As one of the experts (including such luminaries as François Fillon and Vladimir Yakunin), I also presented my thoughts on whether such an apocalyptic event can even be imagined.

In short, yes, it can happen, especially in an environment where there are a lot of people responsible for making decisions, and it never occurs to them that this can really happen. However, before moving on to the question of how to prevent TMT, one must look at the underlying trends that can lead to such a conflict, and at the same time at the mechanisms that can trigger it.

Given the geopolitical configuration of the world and its major fault lines, TMV will be a war in which the US enters into military conflict with either China or Russia, or both. Thus, this war will inevitably involve the United States, which former French Foreign Minister Hubert Vedrin called in 1999 a "hyperpower", but which has since lost its unique status, and one of the aforementioned superpowers, which, on the contrary, continue to strengthen their geopolitical positions. Although the theaters of war, as well as events that can cause military conflicts between Washington and Moscow, on the one hand, and Washington and Beijing, on the other, differ from each other, there is, however, the same underlying tension in relations between these powers, which makes you think about the likelihood of military conflicts with their participation. But first let me make a few preliminary remarks.

Unlike the First and Second World Wars, which lasted for several years and in which most of the then existing states participated, the new conflict will be predictably shorter in terms of time and will involve a limited number of participants. In terms of time frame and number of participants, such a conflict may be even more limited than some of the ongoing regional conflicts. In the case when prudence and wisdom (rare qualities in modern times) prevail, a military clash between the superpowers may even end relatively quickly, without crossing the nuclear threshold. This will mean that the nuclear deterrence has worked. However, if the conflict between the superpowers nevertheless crosses the nuclear threshold, then it will also not last long, although the possibility of human survival in this case is very doubtful. In fact, in terms of the number of participants and its duration, such a war will not even be a world war, which cannot be said about the devastating consequences it promises for humanity and planet Earth.

So what are these tensions that could lead to war between the superpowers? And this is mainly the tension between two different understandings of the dynamics of changes in the current geopolitical configuration of the world. The US and its allies (the slanderers) are trying to perpetuate the unipolar order of the world and turn the 21st century into the century of America, while the two usual “suspects”, Russia and China, together with several regional powers, intend to strengthen the foundations of the multipolar international system (however, during the panel discussion in Astana, it was rightly noted that it would be better for all of us to talk not about "polarity" - since this term implies confrontation - but, for example, about "polyphony" or polyphonic international system, in which all voices will be heard, except for openly extremist ones).

However, there is a significant difference between US-China and US-Russian tensions. If the rivalry between the United States and China fits into the framework of the concept known as the "Thucydides trap" - this refers to the situation on the eve of the Peloponnesian War of 431-404. BC. between Athens and Sparta, then the US-Russian tension is exacerbated by a sense of bitterness from the unfulfilled expectations, or rather illusions, of the 90s of the last century, when it was believed that the “end of history” had come and the so-called “liberal international order” under the auspices of Washington was established in the world forever. Hearing how Russia is being viciously spoken about in Washington and other Western capitals, seeing the volatile and explosive situation in the Middle East, I would make the following opinion: in the short term, a conflict involving the US and Russia is more plausible, while a war between the US and China looks more likely and even somewhat natural in the long run.

Talking about the war that ended the power of the two leading cities of classical Greece two and a half thousand years ago, Thucydides explains: “The war became inevitable because of the rise of Athens and the fear that it sowed in Sparta.” In a recent study, Harvard historian of international relations Allison Graham analyzes sixteen cases in world history when the balance of power between states was disturbed, of which twelve, including the feud between Athens and Sparta, ended in military conflicts. He writes: "The United States and China are now on a collision course leading to a war that is certain to break out unless both sides take a series of difficult and painful steps to prevent it." This does not mean, of course, that war between China and the US is inevitable. However, if one believes that disputes over ownership of territories in the South China Sea between, say, China and the Philippines or between China and Vietnam are bilateral quarrels between neighbors, one does not understand the dynamics of international relations. These are, above all, manifestations of rivalry between a growing Beijing and a relatively weakening Washington, between the presence of the US 7th Fleet in close proximity to China and the latter's strategy of restricting access to the region.

When, in the 90s of the last century, Russia was on the verge of collapse, when the oligarchs ruled everything in the country, when chaos reigned instead of democracy (in the West, it was believed that Russia had embarked on the right path and was moving towards liberal democracy and a free market), to NATO was getting closer and closer to the borders of this country. Moscow's timid complaints were dismissed with irritation. In the 1990s, especially in the West, it was believed that the “end of history” had arrived and that, under US leadership, the world would soon become liberal-democratic and free-market. Promoting and exporting democracy and liberal values, whether through persuasion, bribery or the use of military force, were aimed at creating a unified and uniform world. For a while, it really seemed that the world was moving in that direction.

But already at the beginning of the 2000s, the first signs appeared that the United States was exhausted and that things were not going as planned. The wars in Iraq and Afghanistan went awry (and how did it hurt them?). Attempts to democratize the "Greater Middle East" and "drain the swamp" where the terrorists supposedly fattened, destabilized and destroyed local societies and thus created the conditions for the emergence of the so-called Daesh and other Islamist terrorist movements. Instead of reaching the end of history, the world has taken a step closer to the clash of civilizations.

And in China, meanwhile, continued peaceful economic recovery. As expected, the PRC soon began to claim a place worthy of its economic power on the geopolitical map of the world. In the zero years, Russia began to emerge from a coma, a victim of "shock therapy" ("treatment" was prescribed to her by highly educated Harvard economists, and Boris Yeltsin's advisers applied the prescriptions). But in the opinion of many underground fukuyamists, such a development of events and such trends did not at all correspond to the promises that the 1990s were full of. There was something to grab the head of the leadership of the United States and allied states with them! However, it must be borne in mind that the long decade of the 1990s was only an aberration in the history of international relations. Previously, periods of time in which everything in the world was undividedly ruled by a single power were rare, usually ended quickly, and were always limited in terms of space. In the 1990s, for the first time, it happened that the right to dominate the whole world was appropriated by only one power.

A wake-up call was sounded for the Kremlin (and for the entire West) in August 2008, when Georgia, promised to be admitted to NATO, invaded the breakaway Republic of South Ossetia, killing about fifteen Russian peacekeepers along the way. Another red line for Russia, which in the meantime has grown stronger both economically and militarily, was the coup d'état in Ukraine in 2014. The Kremlin's reaction (annexation/reunification with Crimea, support for the rebels in eastern Ukraine) was used as a pretext for further economic strangulation of Russia. The Western political elite went into impotent rage when, on March 1, 2018, President Putin, in his Address to Federal Assembly spoke about new strategic weapons systems developed in response to Washington's denunciation of the Anti-Ballistic Missile Treaty. How dare anyone there so unceremoniously challenge the "liberal" and "legal" international order?!

Of course, both Russia and China have done exactly what the drafters of every US national security document have sworn to prevent under any circumstances, promising to stop such actions using all available means. The New York Times, back in 1992, outlined the content of a document developed by the US Department of Defense in the following terms: “This secret document proves the need for domination of the world by a single superpower, whose positions must be approved forever through the implementation of a constructive policy and maintaining military strength at a level sufficient to prevent any country or group of countries from challenging American supremacy.” The document itself, leaked to the press, stated that “our first priority is to prevent the re-emergence of a new rival, whether in the territory former USSR or anywhere else, posing the same threat that the USSR once posed. This is the fundamental consideration on which the new regional defense strategy is based, which requires us to try to prevent the establishment of the power of any hostile power over regions whose resources, with total control, would be sufficient to build global power. These regions include Western Europe, East Asia, the territory of the former USSR and South-West Asia".

Note that this was said back in 1992, when Russia had already fallen and China had not yet risen. The new National Security Strategy, developed under Donald Trump and unveiled in December 2017, states bluntly that “the rivalry between the great powers has revived, which was written off to the archive as a phenomenon of the previous century. China and Russia have begun to regain their influence on a regional and global scale. Today, they have military capabilities designed to cut off America's access to anywhere in times of crisis and prevent us from enjoying freedom of action in critical commercial zones in times of peace."

Of course, those who have at least some knowledge and understanding of the history of international relations should also know that sooner or later there will be centers of power that will begin to create a counterbalance to American dominance. It has always been like this: the tyranny of one superpower was challenged by other superpowers or alliances of superpowers, which found justice for it. This is beyond the power of international law as such; it can only serve as an instrument for maintaining the balance of power. Hence Martti Koskenniemi's ironic remark: “If we apply Schmitt's characterization of the new Nomos (law) to the behavior of the Western powers in Kosovo and Iraq, then the 50-year interlude can be explained by the fact that the cold war prevented the full-scale moralization of international politics. Then, ironically, the role of Schmitt's Katechon - the force preventing the coming of the Antichrist - was played by the USSR for a century. Of course, Moscow did not play the role of an idealist who restrained Washington's tyranny, but one of the consequences or, if you like, by-products of the existence of a relative balance of power between Moscow and Washington, of course, was that it limited the use of force in international relations, and not only between the two superpowers, but also in the rest of the world.

In addition to the structural factors that laid the foundations for war between the superpowers and created "conditions under which normally controlled events can spiral out of control with unprecedented force and lead to unimaginable consequences", there are sparks (or triggers) that can also ignite a worldwide fire. A considerable number of them generates a conflict in the Middle East, with its current focus in Syria, but potentially turning the entire region into a powder keg, from the explosion of which the Third World War will begin. The situation in the South China Sea so far remains less tense, but in the future it can become even more dangerous. The conflict in Ukraine can also serve as a fuse for a clash between the superpowers. In order to move away from the brink of the abyss, the following measures can be recommended.

The Australian author Hugh White, writing about the need for Washington to deal with a rising China in Asia (without confronting it, but without withdrawing from Asia), notes: about minimizing the danger of war inherent in the system of balance of power. The agreement not to use force does not come naturally. It must be carefully built and strictly observed, and this is not so easy. White is echoed by Henry Kissinger: “The task in Asia is the opposite of that in Europe. There, Westphalian principles of the balance of power prevail, out of touch with an agreed concept of legality. In his opinion, in South and Southeast Asia, a regional agreement based on a balance of power between the main actors is needed. Moreover, such a system is urgently needed at the global level, and today, primarily because of the expansion of NATO, we do not have an agreed balance of power even in Europe.

Everyone knows that there is a structural confrontation between the United States and Russia, which has only intensified due to Washington's use of the Russian card in its internal political struggle. However, there is no reason for the same confrontation between Europe and Russia. The current tension in relations between the EU and Russia is due to the fact that the EU is forced to serve the geopolitical interests of the United States, thereby causing enormous harm to both Europe and Russia.

Meanwhile, their cooperation can benefit not only them. Together they could make more meaningful even the American foreign policy. Such cooperation is of particular relevance in connection with Trump's denunciation of the nuclear deal with Iran and his actions to provide unconditional support to all anti-Iranian forces in the Middle East. In a recent publication, retired French geopolitical expert Colonel Carolina Galasteros stated: “The world is undergoing tremendous change. A worried America is playing dangerous games to rally the West under its flag. Blinded by structural hostility towards Russia, natural but anachronistic, integral part Western mindset – Washington can isolate itself from the rest of the world if Europe, regaining self-awareness, joins Moscow, Beijing and their allies in resisting the American empire. It goes without saying that the rapprochement between Europe and Russia will also help resolve the crisis in and around Ukraine.

More efficient international law- at least in today's real, and not fictional, world - can be based on three interrelated phenomena: multipolarity, the balance of power and the consent of the powers. If the first two can be formed in a natural way due to the uneven development of societies over relatively long periods of time, as well as their relative (and sometimes absolute) rise or decline, then the third phenomenon must be created through joint efforts and recognized by the participants as legitimate. In the language of international lawyers, with regard to the balance of power, there should be an opinion juris sive necessitates (certainty that the action was performed due to legitimate necessity), and not just a de facto recognition of the existing balance, which rival participants, confident that they are located on right side history, trying to break.
